In November 19, 2020, an online meeting of the foreign policy research centers of the Cooperation Council of Turkic-speaking countries was held. The meeting was organized by the National Institute for Strategic Studies of the Kyrgyz Republic.
The meeting was attended by representatives of the Secretariat of the Cooperation Council of Turkic Speaking States (Turkic Council / CCTS), the Center for Analysis of International Relations of the Republic of Azerbaijan, the Center for Strategic Studies of the Turkish Foreign Ministry, the National Institute for Strategic Studies of the Kyrgyz Republic, the Institute for Strategic and Interregional Studies under the President of the Republic of Uzbekistan, the Institute of International Relations and trade in Hungary.
KazISS was represented at the meeting by Director Zarema Shaukenova, Deputy Director Sanat Kushkumbayev, Secretary for Academic and Research Affairs Kazbek Issayev, Head of the International Studies Department Asel Nazarbetova and Senior Research fellow Anastasia Reshetnyak.
Secretary General of the Turkic Council Baghdad Amreyev in his welcoming speech indicated that the recently created Chamber of Commerce for the Development of Industry and Industry and the Turkic Investment Council, as well as mechanisms working in cultural, educational areas, emphasize that the CCTS positions itself as an umbrella organization for all existing Turkic-speaking organizations, whose activities are aimed at strengthening ties and developing Turkic culture. He also noted that the role of the analytical centers of the participating countries is critically important in defining new horizons for development. Therefore, he proposed to create a research institution to unite all CCTS member countries.
Director of KazISS Zarema Shaukenova, in her welcoming speech, made a special emphasis on the fact that the work of the Turkic Council is an important topic for scientific research, both in terms of retrospective analysis, and in terms of forecasting and setting new tasks for the governments of the participating countries, and told about the plans of KISS in this direction. Z.Shaukenova also stated that in today's difficult conditions, mutual support and all-round promotion of cooperation initiatives is our task and an important contribution to the development and prosperity of the CCTS countries.
One of the key issues of discussion was the economic recovery of member countries in the period after the pandemic. As the deputy director of the KazISS Sanat Kushkumbayev noted, joint cooperation of the CCTS countries in building up transit potential through the territory of the participating countries is of great importance, as well as the transport and communication sphere, which plays the role of an important integrating factor. In his opinion, improvements in infrastructure should be accompanied by improvements in public policies and agreements aimed at facilitating trade and transit at border crossings.
Speaking about the role of CCTS in increasing the region's resilience in the new conditions, Head of the International Studies Department of the KazISS Asel Nazarbetova called it expedient to include in the program "Turkic Vision - 2040", proposed by the First President of Kazakhstan Nursultan Nazarbayev at the VII CCTS Summit in Baku, issues of cooperation in the field of education. "Since the formation of new horizons of the common Turkic future is taking shape in school and university classrooms within the framework of educational work, states that emphasize cooperation in the field of science, education and culture today may have the possibility of multi-format cooperation and further prospects for integration in the future."
During the meeting, the parties also discussed the content of the upcoming Geo-Economic Atlas of the Turkic Council; proposals for a new publication timed to coincide with the 30th anniversary of independence of the CCTS member countries; discussed the possibilities for multilateral cooperation of the official centers for foreign policy research of the member states and exchanged views on key issues of security and cooperation in the region.
