KazISS was a co-organizer of scientific-practical conference «Message of President K. K. Tokayev to the people of Kazakhstan: the first results»

On December 9, 2019, a scientific-practical conference «Message of President K. K. Tokayev to the people of Kazakhstan: the first results» was held at the area of the Central Communications Service under the President of the Republic of Kazakhstan. The event was organized by the Kazakhstan institute for strategic studies under the President of the Republic of Kazakhstan, the Institute of Eurasian integration and the Central Communications Service under the President of the Republic of Kazakhstan.

The high status of the event was ensured by the participation of political officials and members of the Government, deputies, representatives of the expert and research community, non-profit organizations and the media. The conference was broadcast live on Khabar 24 TV channel, during which the speakers summed up the first intermediate results of the implementation of The President's Address to the people of Kazakhstan «Constructive public dialogue-the basis of stability and prosperity of Kazakhstan».

09 12 2 First Deputy Head of the Presidential Administration of the Republic of Kazakhstan Darkhan Kaletayev made a welcoming speech at the plenary session. The speaker noted that «the concept of a «Hearing state» proposed by the President, which promptly and effectively responds to all constructive requests of citizens, is the basis for building a permanent dialogue between the authorities and society».

09 12 3 Minister of national economy Ruslan Dalenov shared with the audience information about the initiative of President K. K. Tokayev to expand the participation of citizens in the work of local government bodies. According to the speaker, the Ministry is working on the possibility of introducing such methods as sms voting, population survey, online survey on the open government platform, as well as a collective appeal of citizens (petition) through registration on the open government portal. In addition, the Minister spoke about the expansion of the independence of villages and districts in solving local issues, as well as the adoption of new state programs in 2020.

09 12 4 In his speech, Minister of education and science Askhat Aimagambetov stressed that the President in his Address to the people of Kazakhstan paid special attention to improving the quality of education and training of professional teachers. According to the Minister, on behalf of the President of Kazakhstan will be introduced the vertical system of education management, provides the framework to develop a framework of centralized management through the financing of educational institutions of the region, cities and the capital; established the Institute of training leaders of preschool and school education; the program «Head of the new formation»; certification of school principals.

09 12 5 The speech of the Chairman of the Governing Council of the Association of taxpayers of Kazakhstan Zhannat Yertlessova was devoted to the competitiveness of Kazakhstan and its indicators in the international rankings of economic orientation.

Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan Amanzhan Zhamalov summed up the results of the work of the Mazhilis and elaborated on the issues related to the finances and budget of the country, as well as the use of pension contributions of citizens.

Chairman of the Board of the non-commercial JSC «National agrarian science and educational centre» Toleutai Rakhimbekov shared the results and prospects of development of the agro-industrial complex of Kazakhstan in accordance with the tasks set in the Address to the people of Kazakhstan.

Director of the KazISS under the President of Kazakhstan Zarema Shaukenova spoke at the plenary session. In her speech, the speaker stressed the importance of the Address to the people of Kazakhstan as a program document that logically continues the pre-election program of the President of Kazakhstan and his conceptual initiatives that set a new trend in state policy. 09 12 6

Speaker Zarema Shaukenova shared the results of a sociological study conducted shortly after the announcement of the Address on September 2, 2019. According to her, the measurements of public opinion once again demonstrated that «the Message strengthens citizens' confidence in the future and creates a clear vision of the country's development in the medium term. The majority of respondents noted that it is necessary to strive and fight for the construction of the «hearing state». Half of the respondents believe that this concept means that the state not only knows about the problems of citizens, but also knows how to solve them effectively».

In conclusion, the Director of the KazISS under the President of Kazakhstan stressed that «today, the «Hearing state» is a formula for effective management and every day it is filled with real content, showing the transition to new standards of managerial work».

09 12 7 Director of the Institute of Eurasian integration Erlan Sabirov, who moderated the plenary session, noted the growth of the level of positive modernization sentiment in society. New ideas of pluralism of opinions and diversity of views, according to him, are the main highway of social development.

09 12 8 The plenary session «Political modernization: different opinions – one nation», moderated by the Director of the Central communications Service under the President of Kazakhstan, political scientist Talgat Kaliyev, was attended by well-known scientists and experts: director of the Institute of state history of the CS MES of Kazakhstan Burkit Ayagan, members of the National council of public trust under the President of Kazakhstan Aidos Sarym and Marat Shibutov, head of the department of ANC ENU after L. N. Gumilyov Anatoly Bashmakov, head of research projects of KazGUU after M. S. Narikbayev Sergey Udartsev, professor of ENU after L. N. Gumilyov Natalia Kalashnikova.

The panel session «Sustainable social development – a strong state» moderated by social entrepreneur Emin Askerov was attended by the director of the branch of MSU after M.V. Lomonosov Alexander Sidorovich, chief research fellow of the Institute of state history CS MES RK Maral Kaliyeva, senior lecturer of the department of economics of the Kazakh agrotechnical University after S. Seifullin Timur Ryskaliyev, chief expert of the KazISS under the President of Kazakhstan Zhanar Tulindinova. 09 12 9

In her speech «Social guidelines of K. K. Tokayev course: human capital as the basis of the «knowledge economy» Zhanar Tulindinova stressed that in the Address to the people of Kazakhstan human capital is considered as the basis of the «knowledge economy».

In the framework of panel discussions, the participants exchanged views on the progress of the message of the President of Kazakhstan K. K. Tokayev «Constructive public dialogue – the foundation of stability and prosperity of Kazakhstan» and emphasized the importance of the initiated by the President of the concept «Hearing state» encourage the development of civil society in Kazakhstan.
